Venue & Dates

The 2004 Hobie Cat 16 World Championships will be held Tuesday 5th May ­ Friday 14th May 2004 and sailed at Barceló Maya Beach Resort, Cancun, Mexico in five (5) disciplines: Women’s, Masters, Grand Masters, Youth and Open.

 

Organising Authority

The Organising Authority is the International Hobie Class Association (IHCA) in conjunction with Coca Cola and the North American Hobie Class Association (NAHCA) under the authority of the Federation Mexicana de Vela.

 

Rules

The 2004 Hobie Cat 16 World Championships will be governed by the 2001-2004 International Sailing Federation Racing Rules, the 2001-2004 Hobie Cat 16 Class Rules, and this Notice of Race except as any of these are altered by the Sailing Instructions. Alternative penalties according to ISAF RR 44.1 and 44.2 will apply, except that the IHCA 360-degree Class Rule replaces the 720-degree Turns Penalty. The English text of this Notice of Race and the Sailing Instructions will prevail.

 

Eligibility

The ISAF Competitors' Eligibility Code applies (ISAF Regulation 21). One crew member must be a paid-up member of a National Hobie Class Association or Hobie Fleet in good standing with the IHCA.

 

Advertising Category

The 2004 Hobie Cat 16 World Championships shall rank as a Category C event in accordance with ISAF Regulation 20. The boats shall display advertising of the event sponsor(s) as required by the Organising Committee. Individual sponsorship conflicting with the event sponsor's business category shall not be allowed. For more information, please contact the IHCA.

Pre-Registration

Entries and non-refundable registration fees shall be received by 4th February 2004. Late entries may be accepted at the discretion of the Organising Authority.

There will be three rounds in the Open Worlds:

Qualifier, Semi-Finals and Finals. Quotas for the seeded teams for the Semi-Finals are as follows:

Entries will be accepted on a first come first serve basis and seeded teams must be notified to the Organiser and confirmed by their IHCA Region prior to the 4th February 2004 deadline.

Fees

Registration fees are non refundable and will be USD 260.00 (250.00USD if entered and pay on-line) per team for the Open Championship; USD 185.00 (175.00USD if entered and pay on-line) for Women; USD 185.00 (175.00USD if entered and pay on-line) for Master & Grand Master; USD 130.00 for Youth (120.00USD if entered and pay on-line). The registration fees are payable to the IHCA only by: travellers cheque, or by Visa or MasterCard providing the following credit card details: name of cardholder, card number, and expiration date. These fees shall be included with the entry form and sent to the IHCA. The method of payment shall be shown on the entry form. Payments shall be received by 4th February 2004 (close of entries) and shall include the details of entry. Late entries, if accepted, shall pay a non-refundable fee of the specific discipline entry plus 25%. (Open = USD 325.00, (310.00USD if entered and pay on-line) Women’s , Masters & Grand Master = USD 230.00(220.00USD if entered and pay on-line), Youth = USD 160.00 (150.00USD if entered and pay on-line).

 

For the same team competing in TWO Worlds events payment prior to 4th February 2004 entering online and payment received at the same time shall be:

Grand Masters and Open:      USD 350.00

Youth and Open:                    USD 325.00

Payment any other way except at the online entry shall be:

Entries after this date shall be subject to the same 25% late entry fee and condition being applied.

 

 

 

Boats

Hobie Cat Company, in cooperation with Coca Cola the Presenting Sponsor will supply boats free of charge to all teams. No other boats, sails or battens may be used. A refundable boat deposit of USD 500.00 will be required on site. Boat deposits must be paid in cash or travellers cheques in USD (American dollars). No other currency will be accepted. No credit card payments will be accepted for boat deposits. This deposit covers the deductible per occurrence and must be paid daily. Competitors may be required to assist in assembling and disassembling the boats. The only allowable equipment additions to the boats shall be: protest flag; additional tell tails; wind indicators and class legal tiller extension. Competitors shall supply their own life jackets and trapeze harnesses.

 

Qualifier

Entries will be accepted on a first come, first serve basis for Qualifier. There will be a maximum of 3:1 ratio of teams to boats accepted in Qualifier. Pre-qualified competitors are not permitted to register or compete in the Qualifier Series.

Teams must register on site during the times indicated. Failure to do so may result in the entry being awarded to another team.

On all racing days the first start of the day will be 10:00 hours local time (wind permitting).

 

Scoring System: The low point scoring system will apply. ISAF RR Appendix A and IHCA Class Rule 22.

 

Women's World Championship: Skipper and crew shall be female. Subject to a minimum participation of 12 teams.

 

 

 

Youth World Championship: To qualify for the Youth Championship all members of the crew shall be under 21 years of age at the start of the first race of the event. Subject to a minimum participation of 12 teams.

 

Master’s International Cup: To qualify for the Master’s Championship, the skipper shall be 45 years or over at the start of the first race of the event, subject to a minimum participation of 12 teams.

 

Grand Master’s International Cup: To qualify for the Grand Master’s Championship, the skipper shall be 55 years or over at the start of the first race of the event with the crew 40 years or over at the start of the series, subject to a minimum participation of 12 teams

 

International Jury: An International Jury shall be appointed by the IHCA for the Open event, and may be appointed for the Women’s, Masters, Grand Masters and Youth events.

 

Sailing Instructions: The sailing instructions will be made available at registration.

Prizes: All finalists will receive awards. The first 3 teams in the Youth, Women’s ,Masters Grand Masters will receive trophies; the first 15 teams in the Open event will receive special awards. The overall winner in the Open event will be declared the 2004 Hobie Cat 16 World Champion.

 

Competitors' Insurance

All competitors entering the race shall have third party liability insurance with a minimum coverage of USD 400,000.00. Competitor’s proof of insurance and coverage shall be provided at registration. Insurance arrangements for competitors not having third party liability insurance will be available on site at a supplementary cost.

 

PRIVATE BOATS

Private Hobie 16s will not be permitted to sail on or near the course area during competition hours.

           

 

Accommodation / Transportation

The official Hotel is Barceló Maya Beach Resort a fully inclusive resort. All meals and drinks will be included in a budget price for the competitors.
